The corrosion and residue of mouse wizz and crap is far more soluable in
water than oil. Try soaking the basket in very hot water with
dishwasher detergant in it. Let it cool enough to safely handle, then
start working the parts carefully, dunking it frequently as you work
things loose. It will take effort and patience. Once everything has
freed up, rinse it and work the parts in clean water before drying it
out and lubricating.
