[GreenKeys] O/T - 24v to 48v POTS Telco converter for added ring?

You might want to check the bias spring on the ringer.  Usually, I can 
get a 500 set to work with a "modern" type device by reducing the 
tension on the spring.  The spring on the 500 set normally rests on the 
"high tension" slot and can simply be moved to the "less tension" slot.  
(If you look at the ringer, it's pretty obvious.)

I just checked my AE 80 and it has a brass arm that rests against the 
tension spring.  Simply bending the arm should decrease the tension of 
the spring.  The only catch is to not reduce it so low that you start to 
get "bell tap" when you dial the phone.  If the call blocker is 
"collecting and regenerating" the outgoing call it might, simply, not 
support pulse dialing.  Then a tone to pulse converter would be your 
only option.
