The line voltage (24V vs. 48v) has little to do with the ringing, which 
is nominally 20 Hz at 80V and up, applied during ringing.  It could be 
your box's ringing generator circuitry is the issue.

COs could deliver up to 5.0 REN.  A WE 500 with a C4 ringer was 1.0 REN.
