[GreenKeys] ARRL Handbook TU Limiter Circuit wanted

Guys,
Thank you all so much for your input on this.
The limiter circuit in question which I have extracted the front end is 
allegedly in one of the ARRL handbooks but has got some 
draughting/copying errors.
I suspect pin 2 of V1 should be grounded and the circuit surrounding R4 
seems wrong to me.
I thought it was kind-of nice because the filter circuits are tuneable.
