[GreenKeys] ASR33 line feed slipping and other woes

A couple of issues with the 33 I'm restoring after years of inactivity.
I suspect these are common issues with machines that have been unused
for long periods.
The first one is that the line feed action is inconsistent.
Occasionally, line feed doesn't occur or only partially occurs. I have
a friction feed system (not sprocket). From the manual that there is a
line feed clutch. I presume this needs to be adjusted so that there is
more friction. (when I apply some pull to the paper coming out and it
feeds normally). Can this be done without disassembling the unit and
if so how?
The second issue I'm facing is that the motor is rotating in its mount
so that the drive belt loosens. No matter how tight the four mounting
bolts are, the unit eventually rotates. Is there a fix for this? Do I
need to pack something under the saddles?
