I just took a closer look at that page and there are two pdfs for TM 11-486.
Item 7 is the 1954 edition
Item 13, "TM_11-486.pdf" is the 1945 edition.

Not sure it is what you are looking for. It is a 1954 edition and 
labeled "Substation Maintenance"
