Actually, no, you are NOT required to run PL.  You are required to run 
some form of input protection - in other words, not operate carrier 
squelch.  That may be PL, DPL, NAC, or some other system that will 
prevent an un-intended carrier to key up the repeater. For a RTTY 
repeater, that would most likely be Mark tone.  Back when 146.70 (and a 
few others) were operating RTTY, you could not key up the repeaters 
without Mark tone.  There are several analog repeaters that use 
something other than PL or DPL for input protection, and of course none 
of the digital repeaters are using PL.

BTW, it's 220 SMA (not 220-TASMA).  I was a 220 SMA co-ordinator for 
many years.
