Hi Steve,
I haven't used FLDIGI, so I don't know if there is a setting to change,
but UC J bell is a strict ITA2 (EU) version. UC S is bell in USTTY.
Several other UC characters get abused as well, for example UC H.
Row 3 of: https://www.navy-radio.com/tty/code-chart-2011.jpg is the more
common set used by hams in US.
You'll notice there's no % anywhere. The plus only exists in the WX
(#1) version. All that being said, all kinds of exceptions existed
depending on what the Teletype customer wanted for private line use.
