[GreenKeys] FSK shifts

Thanks to greenkeyers for a copy. Basically this tech note says that wide
shift (plus auto threshold) will give you the benefit of frequency
diversity during differential fading between mark and space. So if you are
having trouble with 170 shift due to both M and S fading at the same time,
try 850 shift.
Side note - in VFCT systems where many TTY signals are compressed into a
voice channel (85 Hz shift with 170 Hz spacing), two TTY channels at the
higher and lower voice frequencies are "twinned" for freq diversity (or 4
channels for quad diversity).
