[GreenKeys] Model 19 Peforator Problem

I'm at the last step of my TT-7/FG restoration and after finding every
problem imaginable in the punch circuitry and mechanism, I still have a
strange problem. The punch spacing is correct for 8 punches, then spaces
what looks like only a partial space and punches the next punch. This repeats.
See attached photo.

Does anyone have any suggestions?
