If you are talking about the counter on a Model 19 keyboard it is a
character counter and is to tell you when to insert CR LF when you
are punching blind.  Professional operators punch blind because the
punch runs a lot faster when it is not hobbled to the speed of the
printer.

I have seen info about word counters, but don't know the context.
