Those snap-in nuts are both annoying (have to have enuff of them!) and nice (an extra bit of wiggle/positioning flexibility when adjusting the device chassis). The wiggle can be especially useful when working with slides – which most rack-mount computer equipment has (or had …). The especially nice slides also allowed tilting the chassis up by 45 and 90 degrees, locking in place at those positions. Made servicing the underside of the chassis much more comfortable! Beats lying on your back or craning your neck …

Not a problem with this one.
I've never seen one narrower than 19", but I lead a sheltered life? There is a 23" version.
Then as someone mentioned there's the WE/Bell system that uses 12-24 screws rather than the more common 10-32 screws. Add to that the ones with holes for a snap in nuts. I first ran into those with DEC computers.
