The “Battery Discharger” reference reminds me of a design offered quite some time ago for a "Fuse Tester”.
It had a line cord, push button labeled “Press to Test", a fuse holder and an indicator lamp (neon type I am sure) with the label “Fuse Bad”. After inserting the fuse to be tested the user followed the instruction under the push button “Press to Test”.
The fuse got huge current, it blew, and the lamp illuminated.
