After posting this I remembered this was a Pathescope
production. Pathe had an early home movie format using 9.5mm film
with perforations down the center between the frames. It was
fairly successful. There was an earlier system using 28mm film,
also aimed at home movies. There are articles in Wikipedia for both.

and

The 9.5mm format had a pretty long life. The familiar 16mm
format was developed at Kodak about the early 1930s. The 8mm
format I think also came from Kodak to provide a very low cost
method for home movies. Quality was not very good but the viewing
screens were often TV size.
