[GreenKeys] Dual speed gears

Can anyone identify these gears - where were they used?

One is marked "368.1-460 O.P.M."  The other "460-600 O.P.M."

Each one consists of two gears on one bushing.

Perhaps you could change speed by flipping over the pair or perhaps was 
part of a manual speed change like in the M28s.

I have never seen these gears in any Teletype Corp., Kleinschmidt or 
MITE equipment.

Anyone ever seen these before?
