There was another TTY 'service' I heard of.  A good ham friend, Paul, W8IDJ/W8OX (now SK as of 1 Mar 2019) made a
few references to "the lean machine', which was phonetic.  It was actually the  "L.E.I.N. system, which was "Law
Enforcement Information Network".  Paul, was a Detroit Police Detective Sargent  at his retirement in 1983 or 84.
He finished his E.E. degree and found a job in Phoenix with Motorola.  His wife and mine, and our four children, 
(each had a boy first and a girl second), got along well.  Paul and I and the ladies traveled to Dayton several
times for the Hamvention.  It was pretty hard for us to lose them when Paul found that great job in Phoenix.

He worked in many areas of law enforcement.  He worked for a few years at the 'Radio repair/installation unit',
and worked VICE and a few other specialized jobs in his 25 years.  He and I were both RTTY people and both were
on the 80M Autostart net on 3637.5 for several years.  

Personally, I would be surprised at any agency still using TELETYPEs.  Speed is too slow, and maintenance would
be a problem.  Not impossible, though.
