Sorry - it is soft and pliable rubber. (Not gummy and gooey)  I should have mentioned that in the beginning.
And that was my thought also -an isolation gizmo.

It would help to know if it's rubber (perhaps formerly soft rubber now turned hard) or phenolic or something else.

My guess is that it's a vibration isolator of some kind, if it was formerly soft(ish) rubber.
