Like everything else, it depends on what 
you want to accomplish. 

The DPE punches fully-perfed tape (no chads) 
and no typing on the tape to show the message; 
it was designed primarily for preparation of 
traffic for entry onto a tty circuit.  Less expensive 
than a full Model 19, less footprint, and allows many 
operators to prepare tapes off-line at the same time. 
(Very noisey, by the way, because of the heavy punch 
solenoid). 

An M-14 KTR Keyboard Typing Reperforator offers 
a much wider range of 'services' ...  not only does it 
prepare tape (most likely chadless) it also types the 
message ON the tape, so tapes are more easily handled 
and stored.  Can be used off-line, but can also record 
incoming traffic on the tape -- for later relay, or relay 
on a different circuit. Presumably the keyboard could 
also be used 'live' on the comm. circuit, if the KTR is 
so wired in the circuit.  Typing reperfs were also often 
used for relay between comm. circuits of different 
transmission speeds .... for example, incoming 75wpm 
circuit and outgoing 60wpm circuit. 

To answer your specific question:  because the KTR 
is a much more versatile piece of equipment.   (!)
