I have sent John some info on connections inside his WU 28ASR. I don't have
a complete wiring diagram, but have notes from when I traced all the wiring
in my WU unit some years ago.
I am guessing that he needs to jumper the TD signal contact connections if
it isn't plugged in. The keyboard transmitter, TD transmitter, and polar
relay are all in series. In local (TEST) mode, the polar relay is bypassed
but the keyboard and TD are still in series with the typing unit selector
magnets.
Sometimes I think the Teletype publications group was run like a
super-secret govt project - each group wrote about its own little piece,
but no one knew how it all got connected together.......except for the
document package shipped with each machine which was always discarded
within two weeks.
For understanding how the pieces of an ASR work, I like these USAF FGC-58
training manual chapters

Any document that includes phrases like the following is OK in my book:
"Do you remember the first time you watched a Model 28 page typer in action?
Can you recall your reaction to the sight of this mass of jumping junk?
Didn't you expect it to fly apart-and weren't you disappointed when it
didn't?"
and
" As with the page typer, one wonders how this collection of madly
oscillating levers and quivering
springs can remain together and perform so flawlessly - which it will do if
accorded proper maintenance."
For general reference on the 28ASR, I find the Navy manuals pretty good -
mostly reprints of Teletype publications, but sometimes they do a little
better job of leading you onward rather than letting you find your own way
through the thicket of info.
