At the top of the index it says:
"*ATTENTION:* APD website doesn't host electronic files. However, you
can download electronic files from LOGSA <https://www.logsa.army.mil/#/>."
LOGSA (now LDAC?) has downlaodable PDF files of TMs. But it looks like
it is for "Authorized Users Only" I visited the site 10-15 years ago
and was able to download TTY ( TM 11-5815-xxx-xx) manuals from the
1960s-70s, but don't know if it is possible now.
Another good source of military RTTY (aka RATT) manuals is RATTRIG.com.
They cover the military RATT shelters and have a page of downloadable
pdf manuals. Nowhere as big as Nick's Navy site, but gives a good look
at the Army's tactical TTY communications equipment, 1950-80.
