"5815" is the Army's standard prefix for teletypewriters. All the TTY 
manuals start out "TM 11-5815-xxx-xx" Looking in TM 11-5915-200-12, it 
is full of FSN 5815 numbers.  So I would say the "FSN 5815 number on the 
unit identifies it as military/government.
