[GreenKeys] Identify unit inside 28 ASR Cabinet?

Aha, I think I figured what the VG switch is for.  It sets the time delay relay to get the right length pulse for V answer back.  

I think the FS1 section of sheet 2 documents at least part of the 
STA CONTROL.
