[GreenKeys] excessive line feed suppression

The gold standard for non-overline and line feed suppression was the
193936 mod kit. The kit allowed a machine to line feed when it received
the CR code and then blocked line feeds for the next two operations.
The sequence CR CR LF would result in only one line feed.
The parts for this mod kit can be viewed in the parts book for the M28
compact typing unit. Here's the link:

Unfortunately, there are critical parts in the mod kit which are in the
"unobtainium" category so it is unlikely that a kit can be scrounged
together from the junk box.
