Y'all are making this way more complicated than it needs to be.
Get yourself a standard 1/4 wave ground plane antenna for two
meters. 18-19" or so, with four radials. Just stick it on the end
of the coax. No ground required.
AND, it's a 3/4 wavelength antenna on 70 cm. (440 MHz)
It works fine as actual band antenna.

It's what I use at the house and the shop.
Feed it with RG-213 or RG-8X.
