The need to be closer to the wind is true. Most WW2 airplanes had
conventional tail wheel undercarriage, which made crosswind landings
more treacherous. When (over) loaded with fuel and arms for battle,
they were often underpowered and needed all the help possible to get
into the air in a practical length of runway. If the airfield was
attacked, multiple runways increased the chances of one or two surviving
intact enough to carry on even at a wind disadvantage.
