I'd bet you dollars to donuts that the two are supposed to be connected together using those boxes. My guess is that the logic is meant to be able to have a computer control both (or more??) teletypes over one serial line.
The strange thing is, there's a plug for "teletype no. 2" but no #1. Maybe it's meant for the current loop connector to be connected to the 'scaler' plug, and the 'teletype No. 2' to be connected to the next one down the line? The olivetti box with less connectors look quite empty compared to the one with parts in it, perhaps it has been cannibalised for parts?
Also congratulations on finding these beauties! in original box too!!
