[GreenKeys] Jingle Bells

My 28KSR came from CNCP Telecommunications and was used for telegrams.
It's set up with figs-J as the bell and figs-S as the apostrophe.  I've
seen a CNCP code card that mentions it is a "Telex" format.  It does make
for a bit of a racket when I'm copying ITTY and the stories have a number
of apostrophes!

I've heard that there are different layouts depending on what the teletype
was going to be used for.  I'm guessing that figs-S for the bell is the
standard "ham" version?  Anyone know why?  Also, how easy it would be to
swap the bell and '?
