Couple ideas for you, not original but it's definitely the top standard in high tech :-)
The "ribbon thingy" you call is a fabric piece that can be replaced with on old shoe string. Just flatten it very well on the iron board. I done it before with great success.
Sound barrier: I used yoga mats before. Available at Walmart for only a few bucks. Cut to size and doubled up - you have an inexpensive and well performing sound barrier.

I'm trying to determine some part numbers for a Model 15 TTY. Is there a Model 15 equivalent to this document for the M28? http://www.navy-radio.com/manuals/tty/1149B-6201.pdf
I'm trying to determine the Teletype part number for
a. Model 15 selector magnet coils (circa 1956)
b. The glass panel in the upper front case
c. the ribbon thingy that's used to connect the circular spring device to the carriage, for carriage return.
Also, does anyone have any suggestions on how I might come up with a felt pad for my Model 15 to sit upon? Right now it sits directly on a piece of plywood that serves as the top of a homebrew TTY table, and functions as a terrific sound board.
