[GreenKeys] 28 ASR TD base (LCXB) isolation parts

Paul has NOS rubber parts that feel very pliable. Old used ones can be
brittle.
Part of the mod is to add spacers (3/32?) between the rails and the LAK
deck to bring the shafts into alignment.
Is it worth doing? No idea as the two ASRs I have restored already had it
done.
