I assume you are talking about something to use with a hardware 
demodulator (Terminal Unit or Converter).  Depending on what you want
to use it for, that ranges from a simple detector of tones at the
mark frequency to more elaborate things that try to insure it is an
actual TTY signal and not just a random carrier.  There are the designs
used in the ST-5 and ST-6 demodulators of Irv Hoff, schematics widely
distributed.  You want something with a timer so that once it decides
to turn the motor on it keeps it on for a while even if the signal
that started it goes away.
