Actually, typical tolerance was -20% to + 80%.
So, 60% is well below the original specified value.

They didn't measure ESR back then.
The unit used was D. Dissipation Factor.

I service "vintage" radios from the '30s to the early '60s.
EVERYONE of them had to have the electrolytic capacitors
replaced.
