As I've stated on the antique radio forum, repeatedly, reforming
caps is a fools errand.

You may get the capacitance to increase, although not to the
original value, but you're certainly NOT going to replace the
missing moisture in the electrolytic paste, nor are you going
to reduce the equivalent series resistance.
