This is not true.
At the point the loop is placed in the Mark condition, the full
voltage of the loop supply is placed across the selector magnets.
This WHY they use 120-135 volts on the loop supplies.
The initial high voltage causes the leading edge of the current
through the selector magnet to rise quickly.
