Ooh, double glass - nice ;D !!!  Is it all intact :) ?

I wasn’t around during the day when these were a telecommunication staple, but my guess is that the pocket on the side was for rulers and pencils/pens, for tearing/writing on the paper and such :) .  I’m sure someone else here would know better than I would ;) ~
