[GreenKeys] ZZZZ or ZCZC?

    United Press used ten bells to indicate a "flash", Associated 
Press used twelve bells. A flash is a very brief alert that a 
very important story is breaking and will follow soon. Generally 
a flash is more than a sentence or two. Both UP and AP had strict 
limits on how many flashes there could be. They were meant for 
only the most urgent stories.
    I don't know what the weather service practice was but likely 
they could have used a similar bell alert for very urgent messages.
