Jim, 

It is a  non-original CV-98/URA-8A Frequency Shift Converter part of the
AN/URA-8B Frequency shift converter - comparator group.

The handles are original. They are missing their latch buttons.

The front panel is not original

The knobs are not original 

The drawer slide mechanisms and outer cabinet are missing
