[GreenKeys] What are these odd devices on 28RO

Thanks to all who provided info about the reading bulb operation and the
vertical tab.

The lights are dead on my 28RO but the both bulbs have continuity (and
probably 30 years of solidified oil haze on them) so I may not have the
cross connects on the barrier strip at the back of the housing set up.  May
be as simple as no AC power to the transformer for the lights. I think I
have a 28 manual somewhere in my equipment library so I will look there for
guidance.
