It depends on whether the Model 28 is for TELEX operation or not.  I believe you are seeing keyboards for systems designed for TELEX. 

ITA2 does not have  a $ symbol. Send a $ as FIGS-D to a user who has a TELEX machine and watch them howl because it really messes things up because it triggers the answerback. There are other difference between USTTY and ITA2, for example BELL and ‘

I do not know of any instance where FIGS-D both prints a $ and triggers WRU. It is my understanding that it is one or the other.
