[GreenKeys] Unwanted help from stuntbox?

Greetings Greenkeyers --

I have an issue with my 28RO where it provides some unwanted action (at
least unwanted by me) when it receives two particular FIGS characters.

First, when it receives a double-quote ( "  - hex code 0x11) when it's in
the figures case, instead of printing double-quote (") it behaves as though
it received two line feed characters (without a CR).  The FIGS code does
not need to immediately precede the double-quote for the double line feed
action to occur.  Just  a double quote with any number of other characters
preceding it (but all in the FIGS case) will cause the double linefeed.

Second, like with the double quote, if the TTY receives an ampersand (& -
hex code 0x1a) while in the FIGS case the typing will skip ahead
horizontally on the page about 14 character spaces and then continue
printing.  Again, there can be any number of other figs case characters
that precede the ampersand, but as long as the TTY is in the FIGS case  and
receives an ampersand there will be a horizontal gap in the typing.

Does this double line line feed for double-quote and the horizontal spacing
for ampersand sound like a stunt box feature?  I'm kinda squeamish about
messing with the stunt box, but these two characters appear often enough in
the ITTY feed that I really would like to disable these functions and
restore normal printing of these characters.

All advice appreciated.
