The 152653 function pawl is the most common one and it most likely what you
have. The other two function pawls you mention are rarely used. They are
used in unique situations where it is possible for either of two adjacent
function bars to operate a single function lever. Go to this link and look
at page 4:

http://www.samhallas.co.uk/repository/telegraph/teletype_28_tech_data.pdf

Note that the 152653 function pawl is incorrectly identified as a 153653
function paw. The 153604 function pawl has a longer arm enabling it to
operate the function lever in its own slot and the function lever in the
adjacent higher numbered slot. The 153598 function pawl has its arm
modified so as to provide clearance for the longer arm of the 153604 function
pawl. The 153598 function pawl is mounted in the higher numbered slot.

Go to this link and look at page 13:

http://navy-radio.com/manuals/tty/dc/28_stunt_Box001.pdf

The pawls are identified as standard, special and accessory. The standard
pawl is the 152653 pawl. The special pawl is the 153604 pawl and the
accessory pawl is the 153598.
