Governed motors on American machines were set by viewing the stripes or
dots through a tuning fork with a shutter on the tongs. The number of
stripes or dots was chosen so the tuning fork could be an odd frequency
to prevent power line frequencies from producing conflicting strobe
effects. This was to allow setting the speed regardless of power
frequency, or none if it was DC power. Many Teletype brand machines had
a lamp that shown on the governor stripes. That was purely to illuminate
them, not to act a a strobe light. Could your Creed machine require a
similar method? The modern solid state tach is much more convenient,
squinting correctly through the vibrating shutter could take practise.
