[GreenKeys] this looks neat. Is it usable in anyway?

How does one turn this unit on?  I followed the wires, I presume red is positive 
and blue negative, applied 24 volts, the lights come on for a moment then 
everything off except for a red STO (the O has an umlaut) LED on the front.  
What does this mean?

Is there a pin on the DB25 to turn the unit on?  I can't find any switch.
