 Hi Mark -
Certainly not with the usual constant voltage supply and series resistor.  I've operated a model 15 using a constant *current* supply with ~43V of compliance (the maximum voltage available) - this was at 60 wpm.  I never turned the voltage down to see what the practical lower limit was.  If you wanted to run 100 wpm, it would probably take a higher voltage...
