It seems pretty standard in Europe for 5 level machines to have 4 rows.
As Nick said, the numbers row is locked out unless FIGS is selected first.
I would assume that this was a M32 destined for Europe, or maybe used in
an European embassy in the US.
So yes, a M32 can have 4 or 5 rows. The way to tell a 5 row M32 from a
M33 is the upper case characters.
