They would have to have neat appearing, clean cut, uniformed delivery persons with photo ID badges. This would be a premium service, requiring premium delivery experiences.

Surprisingly, the US Post Office tried that.
"Fill out a form at the Post Office, they will type it in as email,
and send it to a local office, that will print it and mail it to the
customer."
On the telegrams, the big question would be how it is
delivered. Do you have to go to their location to pick it up, or
do they have a deliver method.
