Hi Joe; It's used for a couple of things.

o There is a box called an "idle line timer".
   When the machine doesn't get any messages, after a
   preset time, it will take the power off of the motor
   and the machine will be quiet. When a signal comes
   down the line, it will wake up the idle line timer
   which will start the motor. You'll only lose a few
   characters - but the beginning of a tape that is being
   sent will have blank or letters characters for a
   few inches so you won't lose any data.

o The BREAK KEY is there for YOU to be able to start
   a motor that the idle line timer has stopped. The BREAK KEY
   will open the circuit which will cause the idle line timer
   to wake-up the motor.
