Paul,

ITTY is a frequency shifted audio  (AFSK) signal like you would have 
heard over the radio.  The AFSK signal must be converted to a Mark-Space 
DC signal in a AFSK "converter" or "Terminal unit" such as manufactured 
by HAL or Dovetron.

If you want to do the full conversion within you computer, you need a 
program like MMTTY ( https://hamsoft.ca/ ) to do the decoding and then 
its companion program EXTFSK ( 
https://hamsoft.ca/pages/mmtty/ext-fsk.php ) to drive a serial port.
