The only "clothespin fix" that I know of is to hold the no-print code bar while punching tape.
In local mode with no tape in the reader the run switch should do nothing because the end-of-tape sensor should be active. You may have a stuck or broken sensor. If you have a tape installed in local mode it should print whatever is on the tape.
If it's quiet in line mode you may have an RS232 converter installed, and possibly a remote reader control. Normally, if it's current loop with an open loop it will chatter in line mode.
The reader photos you may have seen with the extra contacts may be of a reader with program control, which has a 4 position switch instead of 3. Some 33's with the 3 position switch were modified with a circuit to remotely switch the power to the reader. There may be an extra circuit board or relay in the call control unit.
Post some photos of your call control unit, back side, and reader and we may be able identify some things.

slowing exploring the innards of the ASR33 I scored a while back and have some questions about it
The Bill Degnan presentation "Using The ASR33" from 2016 VCF-East mentions a "clothespin fix" for "chattering". Can anyone offer more detail about this? My unit comes on in local mode without an issue and appears to operate properly until I place the tape control in the run position. At that point motor and punch system comes on and the punch but not the reader goes active until I switch it back to off or free. Is that normal in local mode or is there an issue? Unit is completely quiet in line mode - tape switch has no response in any position (I haven't figured out the comm set up yet - UCC is strangely configured).
The Tape Reader unit frame appears slightly bent but of more concern is that is seems to NOT have 2 of the 4 double wire gold contacts on the left side of the reader that everything I've seen says should be present. Under close examination, it appears to have been built this way (contact points for the double gold wires are also missing and there are no wires unaccounted for if something had been cut away).
Any suggestions/comments welcome.
This is turning out to be an unusual machine!
