Yes, but I'm pretty sure what we are talking about here with the 
expression "high to low" is a BRPE punch feeding a 100wpm reader.
This was one of the kinds of R-T stands used in the FAA ADIS system
which took traffic off a high-speed backbone and relayed it on to
100 wpm area circuits.

I don't have a BRPE or a high to low RT stand to look at, but I'm doubtful
that the crawling head of an LAXD could reach the punch block on a
BRPE.
