My experience with these is that if the cylindrical sponge can be cleaned
and re inked without crumbing, you can generally get the cartridge to work
again.

Folklore for the archives - 

I accidentally dropped a M32/42 ribbon cartridge and the cover popped open
and various bits fell out. Just to make sure that I had reassembled it
correctly, I opened a NOS one that I had set aside as irredeemably dried
out..

 

To my surprise, this NOS cartridge had been assembled wrong - the ink roller
pivot lever and spring had been attached to the opposite points - the spring
was pulling the ink roller away from the transfer roller No ink was ever
going to get near that ribbon. FWIW, this was evidently not a genuine
Teletype Corp. ribbon but made by some other supplier.

 

So, if your M43 ribbon is dried out, you might pop the lid and verify that
the ink roller is actually trying to roll ink.....

 

Another note - one old ribbon cartridge that I opened had the innards
arranged correctly, but the ink roller had turned into mush and was truly
irredeemable.
